Identification of John Arthur Troutman Marks Significant Advancement in Forensic Technology

In an important breakthrough in forensic science and missing persons cases, John Arthur Troutman, who had remained unidentified since his death, was recently identified through advanced DNA testing techniques. This significant development follows the discovery of human remains in August 2019 by workers from the Tennessee Department of Transportation, who stumbled upon partial skeletal remains in a homeless encampment located near mile marker 68.6 on Interstate 75 in Philadelphia, Tennessee, a town situated in Loudon County, approximately 30 miles southwest of Knoxville. The initial response came from the Loudon County Sheriff’s Office, which then enlisted the help of anthropologists from the Knox County Regional Forensic Center to recover the remains.

Following an exhaustive investigation, it was determined that the remains were likely those of an adult white male, estimated to be between 45 and 55 years old and standing approximately 5 feet 11 inches tall. Unfortunately, no direct evidence was found to ascertain the cause of death, leading authorities to classify it as undetermined. Among the items discovered near the remains was a lighter marked “Hot Spot”/”Rewards Spot” from a convenience store chain in the Carolinas and a 2010 tourism map of Pennsylvania. Despite efforts, including the release of a composite sketch, the man’s identity remained elusive, and he was designated as Loudon County John Doe, with details entered into the National Missing and Unidentified Persons System (NamUs) under the case number UP61281.

In a collaborative effort, the Tennessee Bureau of Investigation’s Cold Case and Unidentified Human Remains Initiative, alongside the Knox County Regional Forensic Center and the Loudon County Sheriff’s Office, partnered with Othram, a Texas-based forensic genomics company, to utilize cutting-edge DNA testing methods. Forensic evidence was successfully extracted and subjected to Forensic-Grade Genome Sequencing®, leading to the creation of a comprehensive DNA profile of the unidentified individual.

Employing genetic genealogy techniques, Othram’s forensic genetic genealogy team developed leads that assisted law enforcement in identifying potential relatives of Troutman. Subsequent collections of reference DNA from those relatives utilized KinSNP® Rapid Relationship Testing, thereby culminating in Troutman’s positive identification. Born on January 1, 1952, in Herndon, Pennsylvania, Troutman had not been in contact with his siblings since the 1980s, raising questions about his circumstances leading up to his death.

Authorities now seek the public’s assistance in gathering more information about Troutman’s final days in Loudon County. They urge anyone with pertinent information to contact the Loudon County Sheriff’s Office at 865-986-4823 or the Tennessee Bureau of Investigation at 1-800-TBI-FIND.

This successful identification is emblematic of the growing intersection of technology and forensic science, exemplified by the role of Othram, which has successfully identified 25 individuals in Tennessee using advanced DNA methodologies. This endeavor was notably supported by U.S. Congressman Tim Burchett’s 2024 Community Project Funding request through the Bureau of Justice Assistance.
